Tiered sort of bush/tree

Does any one know the name of this plant/shrub/ bush/tree please. It is very attractive. It is just about 6 feet high

I'm not a Planty person but this tree / shrubs is lovely and it really is tiered

Thanks Pete. It has fascinated me for a few years with it's tiers.
It doesn't grow much taller that 7 feet , unless the council keep it under control.

To go out without it (which I only ever did once) is like going out without your pants on.
