Default Tiered sort of bush/tree

Does any one know the name of this plant/shrub/ bush/tree please. It is very attractive. It is just about 6 feet high

Equipment: Nothing but my notebook which is one of the most important parts of birding. To go out without it (which I only ever did once) is like going out without your pants on. I've never understood why I responded to the 'Cameras and Equipment' question in this way because in reality I own a Leica Telescope with eyepieces, Zeiss Binoculars, and a Manfrotto Tripod all of which cost a positive fortune.

Thanks Pete. It has fascinated me for a few years with it's tiers.
It doesn't grow much taller that 7 feet , unless the council keep it under control.
